ಜಾಗತೀಕರಣದ ಈ ಪರ್ವಕಾಲದಲ್ಲಿ ಭಾರತದ ಎಲ್ಲ ದೇಶಭಾಷೆಗಳೂ ತುಂಬ ಅಪಾಯಕರ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿವೆ ಎಂಬುದನ್ನು ನಿಸ್ಸಂಶಯವಾಗಿಒಪ್ಪಬಹುದು.ಇದಕ್ಕೆ ಮುಖ್ಯ ಕಾರಣ ಮನುಷ್ಯ ಸಮಾಜದ ಎಲ್ಲ ವಹಿವಾಟುಗಳೂಎಲೆಕ್ಟ್ರಾನಿಕ್ ಮಾಧ್ಯಮಕ್ಕೆ ಬದಲಾಗುತ್ತಿರುವುದು. ಕಂಪ್ಯೂಟರ್, ಸಮಾಜದ ಎಲ್ಲಕ್ಷೇತ್ರಗಳಲ್ಲೂ ಸರ್ವವ್ಯಾಪಿಯಾಗಿ ಅವರಿಸಿರುವುದು. ನಾವು ಕಂಪ್ಯೂಟರಿನಲ್ಲಿಇಂಗ್ಲೀಷ್ ಭಾಷೆಯಷ್ಟೇ ಸರ್ವಸಮರ್ಥವಾಗಿ ನಮ್ಮ ಭಾಷೆಯನ್ನೂ ಬಳಸಲುಸಾಧ್ಯವಾಗದಿದ್ದರೆ ನಮ್ಮ ಭಾಷೆಯನ್ನು ಉಳಿಸಿಕೊಳ್ಳಲು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲ.
ಕಂಪ್ಯೂಟರೇನು ಕನ್ನಡಕ್ಕೆ ಹೊಸದಲ್ಲ. ನಮ್ಮ ತಂತ್ರಜ್ಞರು ಬಹಳ ಹಿಂದೆಯೇ ಕನ್ನಡಭಾಷೆಯನ್ನು ಕಂಪ್ಯೂಟರಿಗೆ ಅಳವಡಿಸಿದ್ದರು. ಮುದ್ರಣ, ಪುಸ್ತಕ ಪ್ರಕಾಶನ, ಕಚೇರಿಯವಹಿವಾಟುಗಳಲ್ಲಿ, ಟೈಪ್ರೈಟರ್ ಯಂತ್ರಕ್ಕಿಂತ ಹೆಚ್ಚು ವ್ಯಾಪಕವಾಗಿ, ಸಮರ್ಪಕವಾಗಿಕನ್ನಡವನ್ನು ಕಂಪ್ಯೂಟರಿನಲ್ಲಿ ಬಳಸಲು ಸಾಧ್ಯವಿತ್ತು. ಆದರೆ ಕನ್ನಡ ತಂತ್ರಾಂಶಕ್ಷೇತ್ರ, ವಿಪರೀತ ಅಸ್ತವ್ಯಸ್ತ ಪರಿಸ್ಥಿತಿಯನ್ನು ಎದುರಿಸುತ್ತಿತ್ತು.ಕನ್ನಡಕ್ಕೆ ಬಳಸುವ ಕೀಲಿಮಣೆ ವಿನ್ಯಾಸದಲ್ಲಿ ಏಕರೂಪತೆ ಇರಲಿಲ್ಲ. ಅಷ್ಟೆ ಅಲ್ಲದೆಕನ್ನಡ ಅಕ್ಷರಗಳ ಎನ್ಕೋಡಿಂಗ್ ಸಹ ಒಬ್ಬೊಬ್ಬರದು ಒಂದೊಂದು ರೀತಿ ಇತ್ತು. ಒಬ್ಬರತಂತ್ರಾಂಶದಲ್ಲಿ ರೂಪಿಸಿದ ಫೈಲ್ ಗಳನ್ನು ಇನ್ನೊಬ್ಬರ ಕಂಪ್ಯೂಟರಿಗೆ ಹಾಕಿತೆರೆಯುವಂತಿರಲಿಲ್ಲ. ಕೀಲಿಮಣೆ ವಿನ್ಯಾಸ ಸಹ ಬದಲಾಗುತ್ತಿದ್ದುದರಿಂದ, ಒಂದುತಂತ್ರಾಂಶದಲ್ಲಿ ಕೆಲಸ ಮಾಡಿದವನು ಇನ್ನೊಂದರಲ್ಲಿ ಮಾಡುವಂತಿರಲಿಲ್ಲ. ದಿನಗಳೆದಂತೆಕನ್ನಡ ತಂತ್ರಾಂಶ ಕ್ಷೇತ್ರ ಅವ್ಯವಸ್ಥೆಯ ಆಗರವಾಗತೊಡಗಿತು. ಇಂಟರ್ನೆಟ್ಆಗಮನದೊಂದಿಗೆ ಐಟಿ ಕ್ಷೇತ್ರ ಅಡೆತಡೆ ಇಲ್ಲದ ವೇಗದಲ್ಲಿ ವೈದ್ಯಕೀಯ ಕ್ಷೇತ್ರದಿಂದಹಿಡಿದು ವ್ಯಾಪಾರ ವಹಿವಾಟಿನವರೆಗೆ ತ್ರಿವಿಕ್ರಮ ಸದೃಶವಾಗಿ ಆಕ್ರಮಿಸುತ್ತಿದೆ.ಇ-ಮೇಲ್, ಇ-ವಾಣಿಜ್ಯ, ಇ-ಆಡಳಿತ ಇತ್ಯಾದಿಗಳನ್ನು ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಮಾಧ್ಯಮಕ್ಕೆಹಸ್ತಾಂತರಿಸಲಾಗುತ್ತಿದೆ. ವಾಣಿಜ್ಯ ಮತ್ತು ಆಡಳಿತವೇ ನಮ್ಮ ದೈನಂದಿನ ವ್ಯವಹಾರಗಳಮುಕ್ಕಾಲು ಅಂಶವಾಗಿರುವುದಿಂದ, ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಮಾಧ್ಯಮದಲ್ಲಿ ಕನ್ನಡವನ್ನುಸಮರ್ಥವಾಗಿ ಬಳಸಲು ಕನ್ನಡ ಯೂನಿಕೋಡ್‌ ಬಹಳ ಮುಖ್ಯವಾಗಿತ್ತು. ಇದರಪ್ರಾಮುಖ್ಯತೆಯನ್ನು ತಿಳಿದಿದ್ದ ವಿಶ್ರಾಂತ ಕುಲಪತಿಗಳಾದ ಡಾ. ಕೆ.ಚಿದಾನಂದಗೌಡಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸಮಿತಿ ರಚಿಸಿ ಕನ್ನಡದ ಕನಸನ್ನು ಕನ್ನಡ ಮತ್ತು ಸಂಸ್ಕೃತಿಇಲಾಖೆ ನನಸಾಗಿಸಿದೆ.

ಕನ್ನಡ ಮತ್ತು ಸಂಸ್ಕೃತಿ ಇಲಾಖೆಯ ತಂತ್ರಾಂಶಗಳು "ವಿಂಡೋಸ್ ಎಕ್ಸ್ ಪಿ" ಯಿಂದಮೇಲ್ಪಟ್ಟ ಎಲ್ಲ ಆವೃತ್ತಿಗಳಲ್ಲೂ ಸಮರ್ಪಕವಾಗಿ ಕೆಲಸ ಮಾಡುತ್ತದೆ. ಇದರಿಂದ ಆಗುವದೊಡ್ಡ ಅನುಕೂಲವೆಂದರೆ ಇವರು ಕೊಟ್ಟಿರುವ ಪರಿವರ್ತಕಗಳನ್ನು ಉಪಯೋಗಿಸಿ ಬೇರೆ ಬೇರೆತಂತ್ರಾಂಶಗಳಲ್ಲಿ ಮಾಡಿರುವ ಸವಾಲುಗಳನ್ನು ಅಥವಾ ಕಡತಗಳನ್ನು ಈ ತಂತ್ರಾಂಶಕ್ಕೆಆಮದು ಮಾಡಿಕೊಂಡರೆ ಸಾಕು, ಅನಂತರ "ವಿಂಡೋಸ್ ಎಕ್ಸ್ ಪಿ" ಯಿಂದ ಮೇಲ್ಪಟ್ಟ ಯಾವಆವೃತ್ತಿಯಲ್ಲಿ ಬೇಕಾದರೂ ನಾವು ಕೆಲಸ ಮಾಡಬಹುದು.

ಜಾಗತೀಕರಣದ ಈ ಪರ್ವಕಾಲದಲ್ಲಿ ಭಾರತದ ಎಲ್ಲ ದೇಶಭಾಷೆಗಳೂ ತುಂಬ ಅಪಾಯಕರ ಪರಿಸ್ಥಿತಿಯಲ್ಲಿವೆ ಎಂಬುದನ್ನು ನಿಸ್ಸಂಶಯವಾಗಿಒಪ್ಪಬಹುದು.ಇದಕ್ಕೆ ಮುಖ್ಯ ಕಾರಣ ಮನುಷ್ಯ ಸಮಾಜದ ಎಲ್ಲ ವಹಿವಾಟುಗಳೂಎಲೆಕ್ಟ್ರಾನಿಕ್ ಮಾಧ್ಯಮಕ್ಕೆ ಬದಲಾಗುತ್ತಿರುವುದು. ಕಂಪ್ಯೂಟರ್, ಸಮಾಜದ ಎಲ್ಲಕ್ಷೇತ್ರಗಳಲ್ಲೂ ಸರ್ವವ್ಯಾಪಿಯಾಗಿ ಅವರಿಸಿರುವುದು. ನಾವು ಕಂಪ್ಯೂಟರಿನಲ್ಲಿಇಂಗ್ಲೀಷ್ ಭಾಷೆಯಷ್ಟೇ ಸರ್ವಸಮರ್ಥವಾಗಿ ನಮ್ಮ ಭಾಷೆಯನ್ನೂ ಬಳಸಲುಸಾಧ್ಯವಾಗದಿದ್ದರೆ ನಮ್ಮ ಭಾಷೆಯನ್ನು ಉಳಿಸಿಕೊಳ್ಳಲು ಸಾಧ್ಯವಾಗುವುದಿಲ್ಲ.ಕಂಪ್ಯೂಟರೇನು ಕನ್ನಡಕ್ಕೆ ಹೊಸದಲ್ಲ. ನಮ್ಮ ತಂತ್ರಜ್ಞರು ಬಹಳ ಹಿಂದೆಯೇ ಕನ್ನಡಭಾಷೆಯನ್ನು ಕಂಪ್ಯೂಟರಿಗೆ ಅಳವಡಿಸಿದ್ದರು. ಮುದ್ರಣ, ಪುಸ್ತಕ ಪ್ರಕಾಶನ, ಕಚೇರಿಯವಹಿವಾಟುಗಳಲ್ಲಿ, ಟೈಪ್ರೈಟರ್ ಯಂತ್ರಕ್ಕಿಂತ ಹೆಚ್ಚು ವ್ಯಾಪಕವಾಗಿ, ಸಮರ್ಪಕವಾಗಿಕನ್ನಡವನ್ನು ಕಂಪ್ಯೂಟರಿನಲ್ಲಿ ಬಳಸಲು ಸಾಧ್ಯವಿತ್ತು. ಆದರೆ ಕನ್ನಡ ತಂತ್ರಾಂಶಕ್ಷೇತ್ರ, ವಿಪರೀತ ಅಸ್ತವ್ಯಸ್ತ ಪರಿಸ್ಥಿತಿಯನ್ನು ಎದುರಿಸುತ್ತಿತ್ತು.ಕನ್ನಡಕ್ಕೆ ಬಳಸುವ ಕೀಲಿಮಣೆ ವಿನ್ಯಾಸದಲ್ಲಿ ಏಕರೂಪತೆ ಇರಲಿಲ್ಲ. ಅಷ್ಟೆ ಅಲ್ಲದೆಕನ್ನಡ ಅಕ್ಷರಗಳ ಎನ್ಕೋಡಿಂಗ್ ಸಹ ಒಬ್ಬೊಬ್ಬರದು ಒಂದೊಂದು ರೀತಿ ಇತ್ತು. ಒಬ್ಬರತಂತ್ರಾಂಶದಲ್ಲಿ ರೂಪಿಸಿದ ಫೈಲ್ ಗಳನ್ನು ಇನ್ನೊಬ್ಬರ ಕಂಪ್ಯೂಟರಿಗೆ ಹಾಕಿತೆರೆಯುವಂತಿರಲಿಲ್ಲ. ಕೀಲಿಮಣೆ ವಿನ್ಯಾಸ ಸಹ ಬದಲಾಗುತ್ತಿದ್ದುದರಿಂದ, ಒಂದುತಂತ್ರಾಂಶದಲ್ಲಿ ಕೆಲಸ ಮಾಡಿದವನು ಇನ್ನೊಂದರಲ್ಲಿ ಮಾಡುವಂತಿರಲಿಲ್ಲ. ದಿನಗಳೆದಂತೆಕನ್ನಡ ತಂತ್ರಾಂಶ ಕ್ಷೇತ್ರ ಅವ್ಯವಸ್ಥೆಯ ಆಗರವಾಗತೊಡಗಿತು. ಇಂಟರ್ನೆಟ್ಆಗಮನದೊಂದಿಗೆ ಐಟಿ ಕ್ಷೇತ್ರ ಅಡೆತಡೆ ಇಲ್ಲದ ವೇಗದಲ್ಲಿ ವೈದ್ಯಕೀಯ ಕ್ಷೇತ್ರದಿಂದಹಿಡಿದು ವ್ಯಾಪಾರ ವಹಿವಾಟಿನವರೆಗೆ ತ್ರಿವಿಕ್ರಮ ಸದೃಶವಾಗಿ ಆಕ್ರಮಿಸುತ್ತಿದೆ.ಇ-ಮೇಲ್, ಇ-ವಾಣಿಜ್ಯ, ಇ-ಆಡಳಿತ ಇತ್ಯಾದಿಗಳನ್ನು ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಮಾಧ್ಯಮಕ್ಕೆಹಸ್ತಾಂತರಿಸಲಾಗುತ್ತಿದೆ. ವಾಣಿಜ್ಯ ಮತ್ತು ಆಡಳಿತವೇ ನಮ್ಮ ದೈನಂದಿನ ವ್ಯವಹಾರಗಳಮುಕ್ಕಾಲು ಅಂಶವಾಗಿರುವುದಿಂದ, ಎಲೆಕ್ಟ್ರಾನಿಕ್ ಮಾಧ್ಯಮದಲ್ಲಿ ಕನ್ನಡವನ್ನುಸಮರ್ಥವಾಗಿ ಬಳಸಲು ಕನ್ನಡ ಯೂನಿಕೋಡ್‌ ಬಹಳ ಮುಖ್ಯವಾಗಿತ್ತು. ಇದರಪ್ರಾಮುಖ್ಯತೆಯನ್ನು ತಿಳಿದಿದ್ದ ವಿಶ್ರಾಂತ ಕುಲಪತಿಗಳಾದ ಡಾ. ಕೆ.ಚಿದಾನಂದಗೌಡಅವರ ಅಧ್ಯಕ್ಷತೆಯಲ್ಲಿ ಸಮಿತಿ ರಚಿಸಿ ಕನ್ನಡದ ಕನಸನ್ನು ಕನ್ನಡ ಮತ್ತು ಸಂಸ್ಕೃತಿಇಲಾಖೆ ನನಸಾಗಿಸಿದೆ.ಕನ್ನಡ ಮತ್ತು ಸಂಸ್ಕೃತಿ ಇಲಾಖೆಯ ತಂತ್ರಾಂಶಗಳು "ವಿಂಡೋಸ್ ಎಕ್ಸ್ ಪಿ" ಯಿಂದಮೇಲ್ಪಟ್ಟ ಎಲ್ಲ ಆವೃತ್ತಿಗಳಲ್ಲೂ ಸಮರ್ಪಕವಾಗಿ ಕೆಲಸ ಮಾಡುತ್ತದೆ. ಇದರಿಂದ ಆಗುವದೊಡ್ಡ ಅನುಕೂಲವೆಂದರೆ ಇವರು ಕೊಟ್ಟಿರುವ ಪರಿವರ್ತಕಗಳನ್ನು ಉಪಯೋಗಿಸಿ ಬೇರೆ ಬೇರೆತಂತ್ರಾಂಶಗಳಲ್ಲಿ ಮಾಡಿರುವ ಸವಾಲುಗಳನ್ನು ಅಥವಾ ಕಡತಗಳನ್ನು ಈ ತಂತ್ರಾಂಶಕ್ಕೆಆಮದು ಮಾಡಿಕೊಂಡರೆ ಸಾಕು, ಅನಂತರ "ವಿಂಡೋಸ್ ಎಕ್ಸ್ ಪಿ" ಯಿಂದ ಮೇಲ್ಪಟ್ಟ ಯಾವಆವೃತ್ತಿಯಲ್ಲಿ ಬೇಕಾದರೂ ನಾವು ಕೆಲಸ ಮಾಡಬಹುದು.ಅದೇ ರೀತಿ ದೃಷ್ಟಿ ಇಲ್ಲದೇ ಇರುವವರ ಬಳಕೆಗಾಗಿ ಬ್ರೈಲ್‌ ಕನ್ನಡ ತಂತ್ರಾಂಶ 12ಬಗೆಯ ಅಕ್ಷರ ವಿನ್ಯಾಸ ಕ್ಷೇಮ ನಾಮಾಂಕಿತದ ಕೀಲಿಮಣೆ ವಿನ್ಯಾಸ ಹಾಗು ಇತ್ತೀಚಿನಜಾಗತಿಕರಣದಲ್ಲಿ ಅತಿ ಮುಂಚುಣಿಯಲ್ಲಿ ಇರುವ ಆಂಡ್ರಾಯ್ಡ್‌ ಮೊಬೈಲ್‌ ಈಆಂಡ್ರಾಯ್ಡ್‌ ಮೊಬೈಲ್‌‌ನಲ್ಲಿ ಕನ್ನಡವನ್ನು ಬಳಸುವ ಸಲುವಾಗಿ ಕಾನ್‌‌ಕೀ ಮತ್ತುಕಾನ್‌ ನೋಟ್‌ ಎಂಬ ಎರಡು ಮೊಬೈಲ್‌ ಆಪ್‌ಗಳನ್ನೂ ಸಹ ಸಿದ್ಧಪಡಿಸಲಾಗಿದ್ದು, ಇವುಗಳಬಳಕೆಯಿಂದ ಮೊಬೈಲ್‌ ದೂರವಾಣಿಯಲ್ಲಿ ಶೇಖರಿಸುವ ಕಡತಗಳೆಲ್ಲವನ್ನೂ ಸಹಕನ್ನಡಲ್ಲಿಯೇ ಶೇಖರಿಸಿ ಪತ್ರ ವ್ಯವಹಾರ ಮತ್ತು ಸಂದೇಶಗಳೆಲ್ಲವನ್ನೂ ಸಹಕನ್ನಡದಲ್ಲಿಯೇ ವ್ಯವಹರಿಸಬಹುದು.
