The flag of Azerbaijan (Azerbaijani: Azərbaycan bayrağı) isatricolour featuring three equally sized fesses of blue, red,andgreen, with a white crescent and an eight-pointed star centeredinthe red. The blue symbolises Azerbaijan's Turkic heritage, theredstands for progress, and the green represents Islam. Theofficialcolors and size were adopted on February 5, 1991. This flagwasused from November 9, 1918 to 1920, when Azerbaijanwasindependent, and it was revived on February 5, 1991. The flagisreferred to in the Constitution and mentioned two times inthenational anthem. On land, the flag is used as the civil, stateandwar flag; at sea, it is used as the civil, state, and navalensign,as well as the naval jack. The flag also has official statusin theNakhchivan Autonomous Republic. The tricolour replaced anearlierdesign used by the Azerbaijan SSR. A presidential decreedeclaredNovember 9, the date when in 1918 this flag was adopted asthenational flag of Azerbaijan Democratic Republic, as thenationalFlag Day. The Nagorno-Karabakh enclave, which is partofAzerbaijan, was the subject of a war with Armenia that has leftita de facto independent republic, which is notinternationallyrecognized by any UN member including, ironically,Armenia which"supports" it. Azerbaijan has lost 20% of itsterritory and mustsupport some 800,000 refugees and internallydisplaced persons as aresult of the conflict. Despite a 1994cease-fire, Azerbaijan hasyet to resolve its conflict with Armeniaover the Nagorno-Karabakhenclave. Occupied by the local Armeniantroops to this day, thisconflict has not officially ended withminor skirmishes frequent,and is a major source of contention amongAzerbaijanis. Themajority of the population (over 90%) is composedof Azeris, whoshare a culture very similar to Turkey. History, withRussian andPersian influence, has left the Azeris of Azerbaijan andIran withsome moderate differences. Minorities in AzerbaijanincludeLezghins, Russians, Avars, Turks, Tatars, Ukrainians,andGeorgians. Most inhabitants are Shia Muslim, although alonghistory of European and Russian colonialism has left many withveryliberal, laisez-faire attitudes towards Islam and the countryisstaunchly secular. The government is a kleptocracy of theAliyevfamily and their allies. While the opposition is often sackedorimprisoned, it is not as severe an authoritarian governmentasyou'll find in Turkmenistan, Iran or the RussianCaucasus.Following independence in 1991, Azerbaijan has allowedwesterncompanies to develop its neglected, but extensive, oilfields andhas seen oil production skyrocket, especially since themid-2000s.Despite this and related investments, most of thenew-found wealthremains in the hands of a small number of peopleand the city ofBaku. While Baku is full of new construction and agrowing middleclass, much of the country remains poor, where mostpeople arerural agrarians and merchants.
