2011年4月、東京都郊外にある私立八光学園。首都圏でも有数の進学実績と厳格な規律で知られる全寮制の高校は、本年からきわめて大きな転機を迎えることとなった。生徒総数1021名、うち女子生徒1016名、差し引き男子生徒5名。この年から女子高より共学高へと転換したため、このような歪な男女比が実現してしまった。4月7日の入学式から1週間後の14日、5人の男子達は女子のお風呂をノゾキした罪により裏生徒会に捕らえられ、懲罰棟における1か月の懲役に処される。裏生徒会の命令により、各種の刑務作業を行なわされる。そんな中、キヨシは栗原千代との相撲観戦デートのため、ガクトが欲しがるフィギュアのために脱獄を決意する。ガクトの協力を得てキヨシは様々な駆け引きを経て脱獄に成功し、千代との相撲観戦デートを果たす。しかし脱獄の際の女装で使った制服がたまたま千代の物だったため、デートは散々な結果に。さらに裏生徒会会長・栗原万里に脱獄がばれてしまう。万里が千代の姉だということをこの時点でキヨシらは知らなかった。結果、連帯責任でキヨシ以外の4名は1か月の刑期延長。キヨシは脱獄・窃盗・不純異性交遊で退学とされる。しかし千代の懸命の弁護により、キヨシの退学はひとまず取り消される。しかしこれを機に男子全員の退学を目論む万里は、副会長の白木芽衣子らと共にDTO（男子退学オペレーション）を始動。シンゴを密偵にして男子生徒のあら探しを行ない始める。
