the british government believed that some form of poison gas orpollutants would be used on the civilian population during thesecond world war. it was therefore decided to issue a gas maskswith inhalers to everyone living in britain. however, a study atthe beginning of the war suggested that only about 75 per cent ofpeople in london were obeying this rule. by 1940 the government hadissued 38 million gas masks. the government threatened to punishpeople not carrying gas masks.
