Every citizen in Hungary is able to assignareferendum. But the only way to do so is to go to theNationalElection Office and play the so-called "Hungarian DemocracyGames":

You must wait outside a black and yellow circle on thegrounduntil the Committee opens up the new assignments. In thatmomentyou and everyone else in the room can jump on the box that'sin themiddle, and the first who could reach the machine will beevaluatedby the committee.

So now it's your turn. Compete with big bald guys and an oldladyto reach the machine in the middle in the right time. (InFebruary2016 the Hungarian government used a bunch of big baldguys who wereprotecting an old lady, so she could assign bullshitand this waythey could prevent an opposition politician to askimportantquestions).
