About APSCHE : The National Educational Policy, 1986 ,recommendedthat state level planning and coordination of HigherEducationshall be done through councils of Higher Education andthat theUniversity Grants Commission (UGC) and these Councils willdevelopcoordinative methods to keep a watch on standards. TheUGCconstituted a committee to make recommendations regardingsettingup of State Councils of Higher Education as per theaforesaidNational Policy. The said committee recommended that thereis apressing need for effective machinery for promotionandco-ordination of Higher Education at the state levelandco-ordination of state level programs with those of the UGC.TheUGC has laid down the guidelines for setting up State CouncilsofHigher Education as recommended by the said committee. TheStateGovernment has accordingly decided to fill the gap byconstitutinga State Council of Higher Education as recommended inthe NationalEducational Policy of the Government of India and asrecommended bythe committee constituted by the UGC Thus, the A PState Council ofHigher Education (APSCHE) came into existencew.e.f. 20.05.1988through Act 16 of 1988 to advise the Government inmatters relatingto Higher Education in the State and to oversee itsdevelopmentwith perspective planning and for matters connectedtherewith andincidental thereto. The Andhra Pradesh State Councilof HigherEducation, the first of its kind in the country, set up asper therecommendations of the National Education Policy 1986, isprimarilya coordinating body between the University GrantsCommission (UGC),the State Government and the Universities. It isthe general dutyof the Council to coordinate and determinestandards ininstitutions of Higher Education, Research, ScientificandTechnical Institutions in accordance with the guidelines issuedbythe University Grants Commission from time to time. The Act 16of1988 envisages three distinct functions (a) PlanningandCoordination, (b) Academic Functions and (c) Advisory Functions.
