الشاب بلال تربى في وهران و تابع تعليمه في معهد الموسيقى، يجيداللغة العربية و الفرنسية، الشاب بلال تدرب على الغناء بظهوره فيالحفلات العائلية و الحفلات الزفاف المحلية أي التي كانت تقام فيوهران و الوهراني عموما اسس فرقته الأهوار1 و دخل عالم الإحتراف أغانيالشاب بلال تجول بنا في كامل طبوع البحر المتوسط. ثم واصل الشاب بلالمشواره بالتالق و ذاع صيته حتى وصل و التحق بالنادي الضيق لنجوم الرايالشاب خالد الشاب مامي الشاب حسني و غيرهم من المغنين النشطين جدا فيإنتاج الالبومات لدرجة أنه كان يطلق في الذروة حتى 3 البومات فيالعام.
هاجر لمرسيليا في 1989
في المدينة الفرنسية واصل الشاب بلال نشاطه الفني و استمر في المشاركةفي المظاهرات الفنية من كل نوع و قام بالتعريف بفنه عبر حوالي 60 شريطالبوم غنائي
