For toggling the 2G and 3G mobile data channel. Google doesn'tlet us toggle programmatically. It opens the Mobile NetworkSettings so that you can toggle the 2G and 3G 2 steps instead of5-6 steps.

If widget doesn't appear on the widget list:
it is a bug in launcher, try to restart it:
Settings -> Apps -> Running tab -> Click on Show CachedProcesses -> Select Launcher From the list and click Stop.
